I don't know how much exposure your dog's had to toddlers, but if he didn't grow up with kids he may not view them with the respect he would give an adult. In other words he was acting as he would act if another dog approached the same situation. Add to that that young children tend to be at eye level with a dog and that direct eye contact is also percieved as a threat /challenge by your dog. Sounds like your on the right track. I'd get him more exposure to kids in a controlled way as well, and never trust any dog and child alone together. If something happens it's always gonna be blamed on the dog.
